Outgoing email from our shared servers is throttled to 200 messages/hour for a domain.
There is two reasons why this limit is there.
1) is an anti-spam measure. If some one hacked your email account or exploited your website and starting sending tonnes of spam, not only would see thousands of bounce messages but the reputation of the server for email would decrease.
2) Providers of your recipient email addresses may ratelimit incoming mail. Hotmail, Yahoo, Gmail all do this. Your email queue will get backed up and reputation again may suffer.
The solution to all this is to use throttling in your bulk mail sender. There are programs, website plugins and services set up to do just that.
