You can resubmit a failed transfer from within your Domains With Us account. To do so, login to your Domains With Us account and choose Domain Management from the drop down menu. There you will see a list of your domains. To the far right of the failed domain is an icon for checking the status of the domain. After clicking on that, a pop-up window will appear listing the specific error or status of the domain. At the bottom of that window is a text link for resubmitting your domain for transfer.
